Though once ruled sternly under the control of a militaristic autocracy, the current governing structure of Loudwater more resembles a hierarchal oligarchy.  In this arrangement, the land is equally divvied amongst the four major guilds.  
 
Unique to the structure of Loudwater’s governing is the concept of the Trieme.  Every three years an election of sorts is held amongst the people of Loudwater that results in the lord of one of the guilds being elected as Sovereign.  The Sovereign, bound by the laws of Loudwater, acts as the representative of the people and municipal head of the town’s ordinance.  The current Sovereign of Loudwater is Elianne Twyndlebae, a high priestess of Chauntea and Lord of the Verdant Path.

Keepers of the Flame (The Old Heroes of Loudwater)

Maintains the standing guard of Loudwater and oversees the arbitration of law within the city borders.  Emissaries of the guild, known commonly as ‘Keepers,’ can be identified by their ornate uniforms and dragon-shaped helms.

Thessus Scrivensham

Gnome male, barrister.  Seems kinda clumsy, and proud.  Has a long goatee intricately woven into multiple braids that he has the tendency to fidget with. He forgoes traditional writing implements, instead favoring what appeared to be a finely shaped nail on his right hand and a bottle of ink woven into his vest.

 

Based on his office Thessus seems scatterbrained and obscenely disorganized.  He apparently works deep within towers of impossibly stacked books and piles of randomly assorted papers.

Laverna Krespin

An older man, Krespin carries himself with a stern no-nonsense demeanor, but is fair and dedicated to follow the path of justice over the literal letter of the law.  He is the judge and lead arbiter of Loudwater.  Not much is known about his private life other than he had a husband but apparently lost him, and it weighs heavy on his heart.  He owns a large hammer and has taken to training Silas.

Has a bald head, a grey mustache, and a heavy brow that shows the weight of a life of adventures.  A large horizontal scar spreads across his face from ear to ear, tracing across his cheeks and nose just below his eyes.

Wears heavy robes while at court that drape over a full set of armor.

Krespin makes it a point to don his plate even when at trials.

Nesta the Vestal Forge

Master Artificer and Requisitions Officer for the Keepers of the Flame.  Her office is on the second floor near the Court of the Bellowing Gavel, within the Everwatch Bastion. Nesta is very capable due to what can best be described as a forceful commitment to order and organization.

Bharash Pallermourn

Master of the Guard, head of the Keepers of the Flame.  He is an imposing sight to behold - over 7 feet tall and several hundred pounds without armor, Bharash is a silver Dragonborn that wields great authority (as well as a giant two handed zweihander).

Bharash has become close friends with Artemis, and is looked up to by Mizar.

The Piscene Corporation

Comprised of a confederation of merchants, the Piscene Corporation operates all the fiduciary interests of Loudwater, and oversees the regulation of the town’s imports and exports.  No merchants are allowed to set up shop within the town borders that do not first acquire the proper licensing from the Corporation. 

Merrik Glammerpinch

Halfling male.  Merrik is Guild Leader and head CEO for the Piscene Corporation.  Grew up amongst “The River People” and made it big as a lender to various seafaring start-ups during the foundational era of Loudwater’s mercantile trade.  Impressively clever and highly intelligent, Merrik is prone to flashy displays of wealth and relies on his connections and might of purse to affect grand change and order.

 

He has large, grown-out and styled bushy sideburns and keeps a large chain that drapes across him clipped from breast pocket to side belt loop, upon which he has a sealed metal marker for each open account and merchant holding.  The markers are coded by material to provide account status.  The larger the account, the larger to marker. He is prone to idly play with his sideburns and chain.

Merrik seems to have some financial control over both Silas and Mizar.

Greppa, Halef, Ota and Nord

Greppa (gnome) and Halef (human) ran into the party after escaping a goblin raid on their small wagon being sent to a mysterious dig site deep in the Southwoods.  Halef was on his last legs when the party first met him, a terrible gash having been left open in his midsection.  Greppa was afraid and desperate, having run apparently for the entirety of the afternoon/evening carrying the wounded Halef.  Greppa was desperate to get to Loudwater and get the Keepers, the rest of their team (Ota and Nord) were abandoned and in great peril.  Ota was found deceased at the scene of the attack.

 

Nord (gnome, pictured) is cousin to Thessus.  He had been captured by goblins and rescued by the party.

Broderick Crasterhel

Human male.  One of three dig surveyors dispatched by Merrik to investigate the Khyber Pass site.  Broderick is a member of the Piscene Corporation, and as such was sent as the chief administrator and primary liaison for the dig team.

Gavil Grymcrag

Dwarf male.  Gavil was brought on as a core mining consultant by Merrik in the hopes he could assess any fiduciary gains that could be made from a mining operation at the Khyber Pass.  Though not officially the lead on this expedition, his brash nature and bold tone clearly overshadow Broderick.

Vrin B’dan

Human male.  Vrin is a studied archaeologist and acts as Gavil’s right hand man.  Though young and comparatively quiet and awkward, Vrin is held in quite high esteem by Gavil, and is routinely found by the Dwarf’s side offering advice and guidance.  Has a problem with being peculiar about things and is easily sidetracked by objects that are uneven or out of order, such as Silas's horns. 

The Verdant Path

The Verdant Path tends to the affairs of the farmers of Loudwater, and helps support and provide for the agricultural interests of the town and all its nearby villages.  The guild also operates the dominant temple, dedicated to the goddess Chauntea.

Elainne Twyndlebae

Half-Elf, Female, Guild Leader and head of the Verdant Path.

Dedicated to the service of Chauntea.

Very non-confrontational.

Wears holy vestments that are deep green and edged with gold embroidered wheat.

Has a smaller green-leafed capelet.

Long straight blonde hair.

Has four arms - two of which are apparently comprised of a glowing green mystical flowing energy.

Velar Burtane and Finnegan

Male, race unknown.  Guild leader and head of the Pagebound.

Appears to have long, straight white hair. Pale blue eyes. Wears many layered, violet robes, and an ornate and tasseled tri-corn hat. Hard to make out most features due to high collared robes and scarves wrapped around his face, just below a large hawk-like nose.  Velar predominantly speak through a familiar - a fox named Finnegan.

 

Finnegan is very self assured and easy going. Wears a lot of ornate jewelry, including a detailed collar and a set of earrings.

The Order of the Page

Also known as ‘the Pagebound,’ the guild is comprised largely of wizards of various degrees of study.  The Order of the Page maintains the grand library and archives of Loudwater, and prizes the acquisition of knowledge above all else.

Jeannine

Receptionist for the occult floor of the library, Jeannine greets people as they arrive and directs them towards the witches or the warlocks.

Carrion Court

Made up of three witches who reside on the Occult floor of the library.

A big one called Mistress of Trials

A sexy one called Mistress of Truth

A gross one called Mistress of Torment

The Carrion Court identified the only way to remove Artemis's curse was to first gather the remaining curses.

Templeton Traack

Half-orc head alchemist of the Pagebound.  Dusky grey-green skin, powerful frame, crowned with a well-groomed Mohawk. Has a large booming voice that can tend to overshadow a rather accommodating and personable personality. Frustrated by the academic requirements of his post, he has been unable to reliably maintain a suitable stock of biological components for his work.

Recently adopted a baby owlbear and has become friends with Mizar.

Warlocks

A group of four very mean warlocks residing on the Occult floor of the library.

A blue female tiefling named Zedine

A large bulky male human named Grimm

A disgusting male half-elf

A quiet female half-elf

Mizar initially wanted to hang out with them and learn more about being a warlock, but they were hostile towards him and went out of their way to attack and bully him.

Quentin

A warlock living in the basement of the library with a Great Old One patron named Occipitule(?).  He has a locked metal box over his head and is looking for the key to it.  Regularly talks about a dark lady named Alexandra.  Very likely completely crazy.  Mizar tends to go to him for advice or warlocky companionship, but he's also quite unsettled by him.  Quentin mysteriously knows about Artemis's family history.

Has a dead cat named Bizzlebane that turned out to not be dead and a Displacer Beast.

Dewey

The librarian, has a problem with someone leaving goo on his books, the culprit of which may be Quentin's Alexandra.

Other Loudwater NPCs

Dorik

Human male, dockworker.  The lead thug that was hassling Silas's sister in the tavern the night of the arrest.  Anyone at the bar that night witness to the fight would be able to recognize him.

Dunk

Discovered records identified his known aliases as "the merciless," and "the cunning," and "the slit," and a member of a group called the Felltenders.  He has been convicted of multiple murders, and was due to be transferred to Neverwinter before he was (accidentally?) released from jail by the party.  Dunk has shown little regard for the law as he has chatted up Silas several times within the confines of the walls of the Keepers of the Flame without setting off alarms. He seems to be favorably inclined towards helping the party, but his real motives are unknown.

Themis

11 years younger than Silas, he took care of her for the first few years of her life while their father recovered from their mother's death. She lives with their father, her feisty nature tempered with sweetness as she does her best to keep the peace between the two men in her family. She currently works to take care of the four children at Shale's Candy Shack.

Tends to rope people into protecting Silas.

Belinda

Human, female.  Owner and head Barmaid at the Blinded Eye Tavern.  Gruff and hearty, she appears as a no nonsense sort that willingly caters to all comers.

 

As the tavern name suggests she wears an eyepatch over her right eye.

Thordid

Human male, and head chef at Belinda’s Blinded Eye tavern.  He doesn’t seem too dedicated to his post, and prefers to spend more time smoking a long ornate wooden pipe in the back alley than he does actually preparing food.

Sven and Bjorn

Two large human barbarians seen at Belinda’s Blinded Eye.  Brinden apparently came into town with them, but they seemed not just surprised but a little offput with Brinden’s appearance post arrest.  They apparently were so out of sorts they decided to travel back to the mountains immediately (which was around 1-2 am) and apparently were OK with leaving Brinden behind…

Gelinda

Owner of Gelinda’s Grocers a general store in Loudwater.

Vorgas Ironpeak

A male dwarf who is the head blacksmith at the Hammerfell Armorers. His wares and speech showed that he also makes a lot of specialized animal armors and bardings. Has had some trouble with Merrick dinging him for “unauthorized sales”.

Elfira

The scariest fashion model ever, and Shale's #1 fan.

Silas's dad

A leprechaun.  I mean, halfling.  Sarcastic as all fuck.  Gets psychic damage just looking at Artemis.
